
1 – The United States of America and the Islamic Republic of Iran, together with their allies in the current war, by signing this Memorandum of Understanding, have declared the immediate and definitive cessation of military operations on all fronts, including in Lebanon, and undertake henceforth not to start war or carry out military operations against each other, to refrain from any threat or use of force against each other, and to guarantee territorial integrity and the sovereignty of Lebanon. The final agreement will confirm the definitive cessation of the war on all fronts, including in Lebanon, as well as the other provisions of this paragraph.
2 – The United States of America and the Islamic Republic of Iran undertake to respect each other’s sovereignty and territorial integrity, and to refrain from any interference in their respective internal affairs.
3 – The United States of America and the Islamic Republic of Iran undertake to negotiate and conclude the definitive agreement within a maximum period of 60 days, extendable by mutual agreement.
4 – Upon signing this Memorandum of Understanding, the United States of America will begin to lift its naval blockade and any disruption or obstruction against the Islamic Republic of Iran, and will fully terminate the naval blockade within 30 days. During this period, maritime traffic will be proportional to the volume of pre-war traffic that the Islamic Republic of Iran has re-established. The United States of America further undertakes to withdraw its forces from the vicinity of the Islamic Republic of Iran within 30 days of the conclusion of the final agreement.
5 – Upon signing this Memorandum of Understanding, the Islamic Republic of Iran will make every effort to ensure safe and cost-free passage of commercial vessels, for 60 days only, between the Persian Gulf and the Arabian Sea, and vice versa. Commercial vessel traffic will resume immediately and, taking into account the need for the Islamic Republic of Iran to remove technical and military obstacles and carry out mine clearance, will be fully restored within 30 days. The Islamic Republic of Iran will engage in dialogue with the Sultanate of Oman to define future maritime management and services in the Strait of Hormuz, in consultation with other coastal States of the Persian Gulf, in accordance with applicable international law and the sovereign rights of the coastal States of the Strait of Hormuz.
6 – The United States of America commits, with its regional partners, to develop a definitive and mutually agreed plan, amounting to at least US$300 billion, for the reconstruction and economic development of the Islamic Republic of Iran. The mechanism for implementing this plan will be finalized as part of a definitive agreement within 60 days. All licenses, waivers and authorizations required for the relevant financial transactions will be granted by the United States of America.
7 – The United States of America commits to lifting all types of sanctions against the Islamic Republic of Iran, including United Nations Security Council resolutions, IAEA Board of Governors resolutions, and all U.S. unilateral sanctions – primary and secondary – according to a timetable agreed upon as part of the final agreement. The Islamic Republic of Iran and the United States of America recognize the critical importance of the above-mentioned issue of lifting sanctions and have expressed their intention to immediately address these issues in negotiations in order to reach a mutual agreement on this matter.
8 – The Islamic Republic of Iran reaffirms that it will not acquire or develop nuclear weapons. The United States of America and the Islamic Republic of Iran have agreed to resolve the issue of disposal of stockpiles of enriched materials through a mechanism to be mutually agreed upon, in accordance with the timetable referred to in paragraph 7, with the minimum method being on-site dilution under the supervision of the IAEA. The two sides also agreed to examine the issue of enrichment as well as other mutually agreed issues relating to the nuclear needs of the Islamic Republic of Iran, based on a satisfactory framework to be agreed in the final agreement. The final agreement will confirm the provisions of this paragraph. The United States of America and the Islamic Republic of Iran recognized the critical importance of the above-mentioned nuclear issues and expressed their intention to immediately address them in the negotiations in order to reach a mutual agreement on them.
9 – Pending final agreement, the United States of America and the Islamic Republic of Iran agree to maintain the status quo. The Islamic Republic of Iran will maintain the current status quo of its nuclear program and the United States of America will not impose any new sanctions or deploy additional forces in the region.
10 – The United States of America undertakes that, upon signing this Memorandum of Understanding and until the sanctions are lifted, the United States Department of the Treasury will grant waivers for the export of Iranian crude oil, petroleum products and derivatives, as well as for all related services, including banking, insurance, transportation, etc.
11 – The United States of America undertakes to make fully available the frozen or restricted funds and assets of the Islamic Republic of Iran. Upon implementation of the Memorandum of Understanding, the United States of America and the Islamic Republic of Iran will mutually agree, during negotiations, on procedures for the release of these funds. These funds, whether retained in the original account or transferred, will be made fully usable to make payments to any final beneficiary designated by the Central Bank of the Islamic Republic of Iran. The United States of America undertakes to issue all licenses and authorizations necessary for this purpose.
12 – The United States of America and the Islamic Republic of Iran agree that an enforcement mechanism will be established to ensure the proper implementation of this Memorandum of Understanding and future compliance with the Final Agreement.
13 – Following the signing of this Memorandum of Understanding, and subject to the commencement of the implementation of paragraphs 1, 4, 5, 10 and 11 of this Protocol, as well as the continuation of such implementation, the United States of America and the Islamic Republic of Iran will enter into negotiations with a view to a final agreement relating exclusively to the other paragraphs.
14 – The final agreement will be ratified by a binding resolution of the United Nations Security Council
