Launched ten years ago, the Territories zero long-term unemployed experiment was to be continued on Tuesday June 9, but the Senate blocked the vote on the text. If the system has made it possible to create more than 4,000 jobs for the benefit of a more varied public than in integration structures, its cost for public finances is far from neutral.
