With the start of 2025, foreign digital commerce platforms such as Shein, Ago y AliExpress They began to request their Mexican clients for their Unique Population Registry Code (CURP) or the Federal Taxpayer Registry.
This is due to the new tax provisions established by the Tax Administration Service (SAT) with the aim of combating abusive practices in foreign trade, closing the way to products that do not pay tariffs.
Since the new regulations were announced in 2024, customers of these platforms expressed concern about having to pay more for imported products. The concern was even more latent for entrepreneurs who supply their products through these sources, as they fear that purchases will no longer be affordable.
What does the new tax on digital foreign trade platforms consist of?
The measures implemented by the Ministry of Finance and Public Credit (SHCP) within the Fiscal Miscellany 2025 establish that foreign digital sales platforms must comply with tax obligations.
Thus, Mexican customers who purchase imported products must withhold the corresponding VAT. The measure mainly affects large-scale purchases.
If the purchase exceeds 50 dollars, that is, close to 850 Mexican pesos, a tariff of 17 to 19% must be paid, the percentage of which is established according to the country of origin. It should be noted that countries that do not have a trade agreement with Mexico, such as China, are subject to higher taxes.
On the other hand, if the products come from countries such as the United States and Canada, due to the T-MEC, they will be subject to a 17% tariff for purchases of up to 117 dollars, approximately 2 thousand pesos.
From what purchase amount on Shein should you pay? taxes?
Shein customers have noticed that when completing an order, when it exceeds a thousand pesos of purchase, a section of “taxes included”.
With a shopping cart worth one thousand pesos, for example, and with a tax rate of 19%, 190 pesos of tax must be paid, concluding the payment in one thousand 190 pesos.
In this way, small purchases will not show significant changes in the final price, however, mass purchases will be the most affected by taxes.
The new provisions pursue the objective of equalizing the commercial field for national and foreign companies. Through these modifications, the Ministry of Economy will be able to monitor purchases in large quantities for resale purposes.
