In eight months, more than 26,000 victims of domestic violence have benefited from universal emergency assistance, designed to facilitate their leaving a violent home. This Thursday, the Secretary of State for Equality between Women and Men, Salima Saa, detailed the encouraging results of this system.
Aid of 869 euros, fast and essential
Established in December 2023 as part of the law of February 28, 2023, this universal emergency aid aims to provide a rapid financial response to victims of domestic violence, with a shortened processing time of between three and five days. With an average amount of 869 euros per person, this aid would allow victims to meet essential expenses (accommodation, transport, food) with a view to leaving a violent environment. Between its implementation at the end of 2023 and this summer, this system made it possible to allocate a total of 23 million euros, financed by the Family Allowance Funds (CAF) and the Mutualité sociale agricole (MSA).
Strengthened government mobilization in the face of increased violence
The Ministerial Statistical Service for Internal Security (SSMSI) has published alarming data for the year 2023. We discover a 10% increase in the number of victims of domestic violence, with a total of 271,000 cases recorded. Faced with this upsurge, Salima Saa announced the creation, on October 21, 2024, of an emergency unit dedicated to the fight against all forms of violence against women. This measure is in line with the commitment of Prime Minister Michel Barnier who, during his general policy declaration, affirmed a policy of “zero tolerance” towards gender-based and sexual violence and increased resources to strengthen the help to victims.
The government plans an increase in credits for the “Equality between women and men” program, with a budget increasing by 10.4% to reach 85.1 million euros in 2024. This increase aims to support and accelerate the implementation of universal emergency aid, essential to meet the immediate needs of victims.
Concrete and reinforced measures from November 25
The Secretary of State, Salima Saa, will announce new measures intended to improve the care of victims on the International Day for the Elimination of Violence against Women, on November 25.
Salima Saa reaffirmed her commitment to the protection of women victims of violence, stressing that the government is determined to act “stronger, faster” to eradicate this scourge, including outside the marital circle.
