Michel Barnier will be able to appear before the deputies with an additional weapon in the battle over public finances. The Council of Ministers should in fact ratify this Wednesday the possibility for the government to use article 49.3 of the Constitution to pass the 2025 budget to the National Assembly.
However, at this stage the Prime Minister wishes the debates to continue, government spokesperson Maud Bregeon indicated on France 2.
Debates “as much as necessary”
“We will discuss it, as is the rule, it is a constitutional possibility available to the government,” said Maud Bregeon.
However, the use of 49.3, that is to say an adoption without a vote, “is not the will of the Prime Minister, and we will let the debates take place as long as necessary”, she clarified. .
Expansion of the surtax on high incomes
And for the moment, the debates are indeed continuing in the hemicycle. MPs thus approved on Tuesday evening the new tax contribution for high-income households proposed by the government, but they broadened the base of this surcharge and made it sustainable.
This provision amounts to establishing a minimum tax rate of 20% for households declaring more than 250,000 euros of annual income for a single person. The government wanted to introduce it in an “exceptional” manner for three years, but the Assembly adopted amendments tabled by the left and the Modem to remove this time limit.
