The committee against Forced Disappearance of the United Nations (UN) issued a series of recommendations to the Mexican State, given the situation in which the Mexican authorities were officially requested to evaluate the possibility that the disappearance of the lawyer and human rights defender Sandra Domínguez Martíneztogether with his partner Alexander Hernandez Hernandezbe a possible case of forced disappearance in which they could be involved officials of the current government of Oaxaca.
First of all, ask andurgently establish a comprehensive strategy that includes an action plan and a schedule for the immediate search, and for the exhaustive and impartial investigation of their alleged disappearances, which takes into account all available information, including the context of the occurrence of the events.

The UN requested to ensure that said strategy meets the requirements of due diligence in each of the stages of the search process, including informality, immediacy and completeness of the investigation; and guarantee complete independence.
Other recommendations are to ensure that the adopted strategy explores all the existing investigative hypotheses in the caseincluding the possibility that the events in question constitute a forced disappearance due to the alleged involvement of agents of the Oaxaca government.
And ensure that the adapted strategy determines the actions to be taken to search and locate Sandra Domínguez and Alexander Hernándezas well as identifying the perpetrators in “view of all existing hypotheses in an integrated, efficient and coordinated manner, having the necessary material resources and adequately trained personnel to locate missing persons.”

It also asks that the Sandra Domínguez’s work as a human rights defender be taken into account in the investigationsand in particular, ensure that all elements related to the complaints that were presented and that involve officials of the current government of Oaxaca.
