“Coneval revealed that the employed population that has not contributed to any social security institution based on 2020 data, on average 62% of older adults (65 years or older); This gap is exacerbated for women in this group since nearly 8 out of every 10 older adult women had not made any contribution to social security institutions throughout their productive lives,” the report highlighted.
Likewise, the organization highlighted that, in 2020, 79% of people aged 65 or over who are not economically active received a retirement or pension. Of these, 33.1% had a contributory pension, while 35.9% had access to a retirement or pension with a benefit greater than or equal to the average income poverty line.
Likewise, the elderly whose main source of monetary income comes from social programs in 2018 reached 49.4% and 28.4% for the indigenous and non-indigenous population, respectively; while in 2022, it was 60.4% and 37.6%.
“Access to the contributory social security system for older adults entails not only the benefit of an income through pensions but also having health care and social services for their autonomy and protection. However, the existing inequalities in the labor market and in the design of pension regimes cause coverage to be low with broad gender biases where the existing gaps between women stand out,” revealed Coneval.

Said organization, in 2023, identified 121 federal social development programs, of which 8 serve directly, They prioritize or have specific actions for older adults, while 11 of them indirectly serve this population.
These programs are run by the Mexican Social Security Institute (IMSS); the Institute of Security, Social Services of State Workers (ISSSTE); the Ministry of Agriculture and Social Development (SADER); the Secretary of Welfare (Wellbeing); the Secretariat of Agrarian, Territorial and Urban Development (Sedatu); the Ministry of Public Education (SEP); the Ministry of Health (Health), and the IMSS-Wellbeing Program, which belongs to Branch 19 Contributions to Social Security.
