In other news, Javier Baños Morales, who held the position of head of the Special Prosecutor’s Office to Prevent, Investigate and Punish Torture, has been dismissed due to the failure to open investigations during his mandate of at least nine months, as reported by Santiago Nieto Castillo, in charge of the office of the Attorney General’s Office of the State of Hidalgo (PGJEH). Nieto Castillo pointed out that this removal seeks to improve the results of the institution, questioning the lack of judicialization of cases in the organization.
The position of Baños Morales, who had been appointed in February 2023, remained vacant, being filled on an interim basis until a new manager is appointed. Santiago Nieto Castillo expressed the need to restructure the Prosecutor’s Office and comply with international protocols such as the Istanbul Protocol. Furthermore, he stressed the importance of having personnel and experts specialized in psychology for the investigation of torture.
The person in charge of the PGJEH also emphasized the importance of carrying out an exhaustive review of the operations of the Prosecutor’s Office, with the aim of addressing the pending judicialization of the investigations. This review and consequent reorganization aims to satisfy the justice expectations of citizens in Hidalgo. Nieto Castillo mentioned that he is working on this adjustment process, hoping to name a new owner who can adequately fulfill the responsibilities of the position.
