The Congress shines with the canopy of the Royal Tapestry Factory, measuring 130 square meters and weighing 220 kilos, which was already used for Leonor’s swearing-in of the Constitution. There, in front of the main entrance, Felipe VI will be received by Pedro Sánchez and by the chief of the Defense Staff (Jemad), Teodoro Esteban López, he will review the Honors Battalion before heading to the steps of the Congress to enter the Palace with the president of the Chamber, Francina Armengol, and with the president of the Senate, Pedro Rollán.
After listening to the national anthem inside the plenary hall, Armengol will address his opening speech to all parliamentarians so that in this legislature they resolve the issues and problems of citizens with respect and dialogue, and do not transfer political tension to the street, according to presidential sources have indicated. The king will speak later and after his intervention he will officially declare the XV Legislature open. The event will end with a military parade on the Carrera de San Jerónimo.

On his recent and controversial trip to Israel, Pedro Sánchez addressed his relationship with the king in a group with journalists, after there had been speculation that the monarch is upset with his electoral pacts, that is, with the amnesty, due to his serious face when Sánchez promised his position as president in Zarzuela. The socialist denies and claims to have an “extraordinary relationship” with Felipe VI, recognizing “his work” over the years and praising “the absolutely scrupulous role” that he plays.
The king’s speech
Good morning. Felipe VI, accompanied by Queen Letizia and Princess Leonor, presides this Wednesday over the solemn opening session of the XV Legislature, a ceremony in which, as in all those attended by the monarch, there will be no pro-independence presence. The king will deliver his first political speech after the investiture of Pedro Sánchez, the result of the agreement by which he promotes and will develop an amnesty for those prosecuted and convicted for the illegal referendum of October 1, 2017 in Catalonia. Also for the first time, the Government recently appointed by Sánchez, now without Podemos, sits on the blue bench.
The PSOE candidate achieved the majority support of the Congress of Deputies to begin a new mandate. Only PP, Vox and UPN voted against.
