“The laws, in force today, that created public services, as we obtain them today, put the businessman in a privileged place,” he stated.
According to him, users do not have rights before the public service, which is for the user.
“Tariffs are set based on the profitability of a few businessmen, and in turn, poor people are left without public service. We are going to vary that. We believe that the public service must have at its center, at its heart, the user, the user of the service, who can and must have instruments to influence the rate policy, which must be created, as we did in Bogotá, vital minimums that allow the entire population to have electricity, to have drinking water, to have sewage, etc.,” he noted.
He recalled that the vital minimum created in Bogotá will be extended to the entire country in drinking water and electricity.

“I am convinced that we have violence because we are deeply unequal. We are the fourth most unequal country on planet Earth. We are terrifyingly unequal as a society. The distance between those who have the least and those who have the most is one of the greatest on planet Earth and that causes violence, the current problems of Colombian society,” Petro argued to present these reforms.

The delegate of User Protection of the Superintendency of Public Services, Ulver Triviño, told W Radio that the Government of Gustavo Petro seeks to make changes as a result of some problems that have arisen throughout history.
According to him, the Superintendency of Public Services takes into account that many years ago claims have been filed for reasons that are equivalent or the same, year after year, but that have not been resolved in substance.
He specified that one of the most important has to do with energy, one of the most demanded public services, where users ask for a better price and better service, especially the way in which the value of the kilowatt price market is regulated, which It has technical components, related to contracts and another to the stock market price of energy. Other of the most requested are aqueduct and drinking water.
“The regulations on public services, which have been around for a little more than 30 years, actually need some reforms, they need some modifications and the Government of Gustavo Petro has proposed modifying these service regulations. “We have proposed that these modifications be built with the people,” the official noted.
According to Triviño, they will go to all territories so that citizens who have suffered difficulties can speak out and make proposals.
It should be noted that the Government of Gustavo Petro had already shed light on what the public services reform project would be.
Thus, on July 31, it was learned that the Superintendency of Home Public Services, headed by Dagoberto Quiroga, and members of the National Association of Public Services and Communications Entrepreneurs (Andesco) met to discuss the substantial elements that the national Government studies to present a reform to their regime.
