In 2012, Sebastián Salem (40) won the Peru Open, a tournament that is part of the men’s professional golf circuit in Latin America. It was a sporting feat: for the first time a Peruvian achieved a victory in the thirty-year history of the event.

Today, more than a decade later, becoming a businessman and partner of Sada Goray, the former champion has been implicated in the corruption plot entrenched in the Housing portfolio as a result of a statement by the lawyer Pilar Tijero, cousin of Mauricio Fernandini and welcome to effective collaboration.
Salem, father of Goray’s third daughter, was a central part of the Marka Group businesses – where he owns – and, according to a report by La República, participated in the purchase of the 90-hectare land in Chilca, which was later resold to Centenario Desarrollo Urbano (CDU) for US$54 million.
The golfer also appears as representative of Inmobiliaria Campanario, which received a grant from the MiVivienda Fund (FMV) for the financing of two real estate projects (Lima Bonita and Alto Larán) for which, precisely, Goray paid a series of bribes, as he admitted before the Public Ministry.

The businesswoman, who is facing a tax request of 36 months in pretrial detention, declared that she paid 4 million soles to Salatiel Marrufo, former head of advisors to the Ministry of Housing, so that the National Superintendency of State Assets (SBN) would “clean up” the Chilca property and for the FMV to finance the projects.

“Sada Goray manages her assets and money through front men and offshore companies abroad. One of those people was his sentimental partner, Sebatián Salem Sambuceti, who on March 31, 2022 contributed 14 million soles to become a shareholder and investor of Alfin Banco, “Tijero told the Prosecutor’s Office, according to a newspaper report.
The businesswoman has acknowledged that her partner and friend Martín Montoya —who sold the 90 hectares of Chilca— lent her money with which she paid part of the bribes to Marrufo. What she did not specify is that Montoya is a partner and friend of Salem.
“In January 2022 I delivered [a Marrufo] S/50,000; in February 2022 I delivered S/ 250,000; in March 2022 I delivered S/ 500,000. I borrowed these sums from Martín Montoya Marcilla, a friend and partner of mine, through a loan contract dated December 9, 2021. In said contract, Martín Montoya mutually gave me the sum of US$250,000. Said sum was exchanged into national currency and was delivered to me in cash at my request, ”he told the Prosecutor’s Office.

Those 800,000 soles would end up in the hands of Marrufo, who would later confess that part of that money was distributed between former minister Geiner Alvarado and former president Pedro Castillo, the alleged leader of the criminal network. Tijero has confirmed that Montoya was also preparing to leave the country.

“I want to specify that Sada Goray, in order to avoid any problem with justice in the country, obtained a second nationality in the Dominican Republic, which he also did with his entire family, including his children. [También] his brother Teisuke Goray; to his mother; his partner Sebastián Salem and the lawyer [y representante de Marka Group] Italo Arbulú Ortega, among others. I am aware that Martín Montoya was doing the same thing, but in the country of Spain, ”he said.
Sources familiar with the case told La República that these statements “lack support” and that Goray did not apply for nationality, but rather a business visa from the Dominican Republic because he planned to invest in real estate projects in that country.

At another extreme, Salem appears linked to Siembras del Valle, the first real estate project that Goray undertook together with the MiVivienda Fund, and which now appears abandoned and with structural problems in its first four stages, according to a report by Cuarto Poder.
The lands, located at kilometer 520 of the Panamericana Norte, were purchased by the investigated in September 2017. It was her first major capital. She managed to access government bonds and began to build and sell the houses. It did so well that she built a total of four stages between 2017 and 2022.
The houses were delivered, but in less than five years they present serious infrastructure and space problems that families suffer. Despite the fact that the project is paralyzed, some four thousand families continue to pay for the houses that the Marka Group sold them.
All these families, who now declare themselves frustrated, came to Siembras del Valle thanks to an advertising strategy by Tu Techito Bonito, a company founded in 2021 by Sebastián Salem and others.
When the corruption scandal broke out, the firm closed its activities and claimed that, in case of any doubt or problem, users should approach the Marka Group office. However, according to the Sunday newspaper, this space is practically abandoned.
