The Plenary of the Congress of the Republic approved the bill, which the Executive Power promoted, to allow Dina Boluarte to work remotely. With 68 votes, they accepted that the president work remotely, when she leaves the country to fulfill her international commitments.

Another 37 parliamentarians voted against it, while 10 abstained from voting. The president of the Congress, José Williams Zapata, explained that the approved project could be debated for the second time after 7 calendar days have elapsed.
As a rule, the President of the Republic can go abroad to carry out certain international activities as long as the Vice President is in charge of the presidential office, but Boluarte Zegarra does not have this figure, so she must remain in the national territory. This legislative initiative would allow it to continue developing its functions remotely.

The Peruvian Parliament has shown its willingness to discuss this measure and has described it as a “priority issue.” “Given the urgency of the international situation that our country is going through, this is a matter of State. We are going to give priority to this project, we are going to work in an accelerated way to be able to issue an opinion and vote on it as soon as possible”, indicated the president of the Constitution and Regulations Commission, Hernando Guerra García.
The Congress of the Republic would support the remote work of Dina Boluarte.
So far, the proposal has the support of César Acuña, leader of the Alianza Para el Progreso (APP) party, who stated that he would talk with his bench about their position on this decision. In addition, he considered that traveling abroad will allow him to “defend himself from the attacks of some presidents.”

A similar position is held by Keiko Fujimori, leader of Fuerza Popular (FP), who agreed that Dina Boluarte can leave the country and “put things in their place” in the face of critical comments from other leaders. “It is up to the democratic forces to put the country’s interests first and facilitate the mechanisms so that it can do so as soon as possible,” she said.
“We are not before a law with its own name; We are facing a law that solves a factual problem: that our Constitution did not foresee that we do not have two vice presidents”, said the president of the Council of Ministers (PCM), Alberto Otárola.
The opinion of the Constitution Commission recommends approving this project and incorporating article 8-A in the Organic Law of the Executive Power. According to the document, the working group made this decision in order to “make the normal exercise of the presidential function of representation of the Peruvian State abroad, as well as the direction of international politics compatible with the exercise of the regular functions of the Office of the Presidency of the Republic in the absence of the two vice presidents”.
The Constitution and Regulation Commission will evaluate the prediction that suggests approving the Executive’s project.
“In the absence of acting vice presidents, and exceptionally, the President of the Republic remains in charge of the presidential office using information and communication technologies (ICT). The implementation of cybersecurity mechanisms for the use of such technologies is mandatory, ”he adds.
