The legal situation of the Commander General of the Peruvian National Police (PNP), Lieutenant General Raúl Alfaro Alvarado, is becoming increasingly complicated. Despite the fact that he has tried to distance himself from any closeness to the foreign citizen Jorge Hernández Fernández, alias ‘El español’, who was arrested on March 7, as the evidence sinks him and would reinforce the thesis that he lies to avoid giving a I step aside for the questions.

According to the newspaper La República, “El español” has confessed before the prosecutors of the Special Team that supports the Prosecutors against Power Corruption that he recommended Alfaro to former President Pedro Castillo to appoint him as head of the PNP. He added that he has been a friend of the general since 2021 and would have communications that would confirm that friendship bond that both maintain.
This operation would have occurred as follows. In May of last year, Castillo Terrones decided to remove Luis Vera Llerena from the general command of the PNP. Alfaro entered his replacement, who worked as inspector general of the police institution.
Jorge Hernández, alias ‘El español’, was arrested at dawn on Tuesday, March 7, in the district of La Molina.
‘El español’ relates that he contacted the fugitive Fray Vásquez Castillo so that he would give his uncle a commission to place Alfaro at the head of the PNP. He believed that the general, unlike his predecessors, was willing to avoid the capture of Castillo’s nephews and the former Secretary General of the Government Palace, Bruno Pacheco.

This detail is key because some photographs appeared between Alfaro and “El español” sharing with other PNP officers. To this is added that the agent Carlos Barba Daza, who was infiltrated by the Prosecutor’s Office in the environment of former President Castillo, indicated that Hernández boasted of having influenced the appointment of the police chief.
However, the so-called ‘El español’ would also have had an influence on other appointments in the Ministry of the Interior, the General Directorate of Intelligence of the Ministry of the Interior (Digimin), the National Intelligence Directorate (DINI) and the Intelligence Directorate of the National Police (DIRIN).
