Due to his alleged connection to the construction of a property with irregularities, elements of the Investigation Police (PDI) of Mexico City executed an arrest warrant against Ángel “N”, identified as the Director Responsible for Works (DRO) of Benito Juárez mayor’s office.

According to a message issued by Ulises Lara López, spokesman for the CDMX Attorney General’s Office (FGJ), Ángel “N” was located in the Cove neighborhood of the Miguel Hidalgo demarcation. The investigations indicated him as possible responsible for the erection of an eight-story building on Saturnino Herrán street, San José Insurgentes neighborhood, in Benito Juárez.
Such a procedure would have represented an act of irregularity since, in the words of the capital’s spokesperson, the authorization for the work only allowed the construction to have three floors.

The investigations for apparent inconsistencies in said urban project date back to 2018, when the Special Prosecutor for Environmental Crimes began an investigation folder upon realizing that the property had exceeded the maximum number of levels allowed.

At that time, the authorities carried out a confrontation between the documents and the expert reports alluding to the building. As part of the process, in May 2019 the Ministry of Urban Development and Housing announced that the zoning and land use certificate that authorized the eight floors built had not been issued by the agency.

It should be noted that, given the suspicions, a company —whose name was not revealed— presented supposed certified copies of a sentence before the local Administrative Court of Justice, in which the authorization to carry out the work was stated.
In August 2020, added the representative of the Prosecutor’s Office, it was possible to obtain a more detailed opinion on Architecture and Civil Engineering, which established and reaffirmed that the building did not comply with the zoning.

Two years later, in November 2022, an interview with the legal representative of the Environmental and Land Management Attorney (PAOT) came into the hands of the agency, which included a complaint against several people, including Ángel “N”. , as well as against a former official who served as General Director of Works and Urban Development in Benito Juárez.
With these elements, the FGJCDMX obtained an arrest warrant against the aforementioned subject who, after his capture, was transferred to the Reclusorio Preventivo Varonil Oriente, in Iztapalapa, and presented before a judge. Subsequently, the judicial authority determined that the individual should remain in preventive detention during the development of the first stage of his process.
So far, the capital corporation has not informed the dates of the next hearings to determine, ultimately, if Ángel “N” actually committed the crime of responsibility of the directors responsible for the work or co-responsible.
Citizen complaints that began to circulate on social networks in 2018 pointed out possible irregularities in a construction located at number 127 Saturnino Herrán street that corresponds to the characteristics mentioned by the Prosecutor’s Office.
The Twitter user identified as Paula Soto shared in a publication, in June 2018, some images of a building that, at that time – with Christian Von Roehrich still as mayor – was still under construction.
“I demand that Christian Von Roehrich make the construction permits for this building located at Saturnino Herrán No.127 transparent, since several neighbors have denounced it and have not received a response,” the woman wrote in an initial post.
In addition, he shared images that showed some “Closed” stamps in the urban project. However, these did not have a folio number and, after having been placed, construction personnel continued to work.
