The Congress of the state of Nuevo León entered into an indefinite work stoppage this Wednesday afternoon after a federal judge granted an injunction to Governor Samuel García Sepúlveda to stop reforms that reduce his powers as head of the state Executive.

According to the deputies of the National Action (PAN) and the Institutional Revolutionary (PRI) parties, the suspension granted by Judge Faustino Gutiérrez Pérez, belonging to the Eighth District Court in the state of Tamaulipas, means that no approved reform in Congress is valid, which violates the primary power to legislate.
It was at approximately 3:00 p.m. that PRI deputy Alhinna Vargas, president of the Board of Directors, announced the agreement.

They also indicated that the corresponding criminal complaints will be filed for the facts.
Judge Gutiérrez Pérez stopped Decree 340, which seeks to reform 27 state constitutional articles to remove the Governor’s power to elect the Attorney General, the intervention of Congress for the appointment of second-level officials in the state Treasury; as well as the power for Deputies to order publications in the Official Newspaper.

“It is noted that the change of rules contained in Decree 340 is probably contrary to Article 14 of the Constitution, regarding the prohibition of the retroactivity of the Law to the detriment of any person. The application of the act claimed would have retroactive effects to the detriment of the complainant, who as Governor took office under a pre-existing regulation in accordance with which he can integrate his Cabinet, ”said Judge Gutiérrez Pérez in his resolution.
