“(…) ignoring the value of the contracts, creating enormous legal risks and potential lawsuits for the District and the Nation, and seriously affecting the harmonious relationship that should exist between the National Government and Bogotá. A new show of contempt for the institutionality and legality, which sooner rather than later will pass on its collection account to us, ”Vargas Lleras wrote in the text revealed by the national newspaper.
