The Office of the Prosecutor of the Nation opened this Tuesday a preliminary investigation for 60 days against high-ranking officers of the Peruvian National Police (PNP) for the eviction and detention of 193 people at the University of San Marcos, where demonstrators stayed overnight to participate in the demonstrations against President Dina Boluarte. The crimes charged are abuse of authority and omission of functional acts.

After knocking dozens of protesters to the ground and carrying out raids, the Police left with 193 people in a controversial operation criticized by the Inter-American Commission on Human Rights (IACHR).
The commissioner of the IACHR, Edgar Ralón, condemned in his speech the police eviction and the “arbitrary use” of force. “The State cannot justify a breach of the standards of the use of public force to the detriment of human rights,” he said.
Ralón asked the Government of Dina Boluarte to render accounts of the facts. “States must refrain from incurring massive, collective and indiscriminate arrests in contexts of social protest,” he said.

Both unions will go out to march demanding changes in the government of President Dina Boluarte. Puno also ratified that it will continue to fight, despite a shortage of food, medicine, water and fuel in the town.
For its part, the Office of the UN High Commissioner for Human Rights urged “to ensure the legality and proportionality of the intervention and guarantees of due process” as a result of that intervention.
Meanwhile, Luis Ernesto Vargas, the Colombian ambassador, estimated that the intervention of the public force in the University of San Marcos “is an aggravation (…) reminiscent of dark times on the continent.”

The Government declared seven regions of Peru in a State of Emergency. The announcement was published during the early hours of February 5, will be valid for 60 calendar days and brings new measures.
