Lorenzo Córdova, President of the INE, announced that the General Council of the Institute began a series of meetings with the regional electoral bodies in order to discuss the probable impacts that the Electoral Reform of President Andrés Manuel López Obrador (AMLO) will have.

Also known as AMLO’s Plan B, this series of modifications to the Mexican electoral legal framework will impact the technical procedures to carry out the elections, which is why those involved in said processes must analyze the political-electoral reform of the President López Obrador and how they could operate in the face of the cuts that could come into force for the electoral processes that will define the next presidency.

It should be remembered that AMLO’s Plan B does not modify the Political Constitution of the United Mexican States (CPEUM), but reforms the General Law of Electoral Institutions and Procedures, General of Political Parties and Organic Law of the Judiciary; and issues the General Law on the Means of Challenge in Electoral Matters.
For this reason, the Institute’s way of operating has been disrupted in the last nine years, which is why the members of the regional organizations expressed different doubts in order to carry out their institutional tasks. Likewise, Córdova Vianello, who will leave his position in April of this year, elaborated on the difficulties that these provisions represent.

In this regard, he identified changes in technical procedures, respect for labor rights and the institutional capacity to carry out the elections in a reliable manner, for which the official announced that the meetings between the General Council and regional organizations will continue to take place to make publish a detailed report that explains the factual modifications that the INE would suffer due to Plan B of the Electoral Reform.

Finally, he reiterated that, in the context of the presidential initiative endorsed by the National Regeneration movement (Morena) in the Congress of the Union, members of the opposition and organized civil society will promote constitutional controversies before the Supreme Court of Justice of the Nation ( SCJN) to invalidate everything that contravenes the Magna Carta or violates democracy.
In this regard, it is highlighted that the initiative endorsed by Morena and its allies (PT and PVEM), promises savings of 5 billion pesos just by avoiding unnecessary bureaucracy and duplication of functions between the INE and the Local Public Bodies (OPLEs); however, Plan A, proposed savings of up to 15 billion pesos per year compared to the current administration of the Institute.
Finally, on January 15, Córdova Vianello clarified that this year’s local elections, where Coahuila and the State of Mexico (EdoMex) will renew their governorship, will be held in accordance with the electoral legislation in which the 2018 and 2021 elections were held. and 2022. This means that the AMLO Electoral Reform will not apply to the 2023 elections, since it will not enter into the constitutional times established by Mexican law, in such a way that the INE will coordinate with the OPLEs of said entities to guarantee the neatness in the processes.
