The Government announced this Monday afternoon the suspension of almost 160,000 beneficiaries of the Potenciar Trabajo plans. This was determined by the Ministry of Social Development as a result of the audit that established that close to 89% of the register of beneficiaries of the program validated their data in the system, who on February 5 will receive the full plan, while those who do not They will receive half the amount in February and, if they do not regularize their situation, they will stop receiving it.

“The results have been extremely favorable for the purpose that we would pursue, which was to be certain about the people who make up the entire list of Potentiar Trabajo holders: 1,210,571 people, until yesterday, January 15, have validated their identity and they have left us a number of responses that also allow us to direct the efforts of State resources to improve their lives”, explained the head of that portfolio, Victoria Tolosa Paz.

During a press conference that she gave at the Casa Rosada, the official also explained that a total of “154,441 people have not carried out the identity validation and, therefore, are subject to the suspension of the program, based on what was known as the January sale.

“What can happen from this? That there are people who, we know, may have difficulties in achieving validation, either due to ignorance of this obligation governed by ministerial resolution or due to lack of accessibility. They have had difficulties and we want to leave open the possibility that they initiate the administrative claim, ”he clarified.

In this sense, he pointed out that the interested parties will be able to carry out this procedure “as always, through the My Argentina application, where they will have to tell what were the reasons (for which they did not carry out the process within the established period) and (their situations) they will be subject to the review of the Secretariat of the Social Economy, which is the one that carries out the program”.

At the moment, “each and every one of the people who have not validated their identity will be liquidated by 50% in this month of January, which will be received on February 5, but as of there, those who do not do so will not be paid the amount of the Enhance Work, the payment will be zero, as governed by the regulations”.

“Today we know that 1,210,571 holders are people who are entitled to receive the Enhance Work, not only because they validated their identity, but we know perfectly well their patrimonial situation, income, registrable assets or not, in the Argentine Republic”, added.

In this sense, Tolosa Paz specified that, of this total, 1,134,472 carry out productive or community activities as consideration; 46,471 are enrolled in training courses and the remaining 29,628 are finishing their formal studies.

“The data that worries us, but that we have to occupy ourselves, are the results of educational completion, what are the trajectories of these people. There we have to tell you that 60.87%, which are 736,723 headlines, did not finish primary or secondary studies ”, he completed.

On November 22, the head of the Social Development portfolio announced the national operation to validate the identity data of the beneficiaries of the Potenciar Trabajo program. The deadline for uploading personal information was January 6, 2023.

“With the aim of reaching as many holders as possible” of the program, the agency extended the period for beneficiaries to validate their identity. The new deadline was January 15 of this year. And to comply with what was planned, the Government set up a territorial operation to “contact those who have not yet completed” the process. All those who are holders of the Potenciar Trabajo had to carry out this procedure to continue collecting the benefit.

The data validation was adopted after irregularities were known in more than 250,000 beneficiaries of social plans. An AFIP report revealed that 253,184 beneficiaries of the program should not receive the monthly charge of $27,275 —in November value— for the four hours of work they are supposed to do. The incompatibilities detected were initially: the purchase of dollars for savings purposes in the last 6 months and the presentation of affidavits of Personal Assets.

From the information that emerges from the survey for data validation, the number of beneficiaries who have completed their secondary studies and those who did not and wish to complete them was known. According to the report, about 30% of the beneficiaries who completed the validation process have completed high school. For their part, 29% did not complete that level of education. And 10% did not finish primary school.

With these data, Tolosa Paz seeks to encourage all people who receive an assignment from this program to finish their educational career.

“The information obtained is very useful to continue working, together with governors, mayors and mayors, in the search for the registration of labor activity through the Puente al Empleo program and the strengthening of productive units, machines, tools and productive poles that enhance capacities”, highlighted Tolosa Paz at the time.

The data on the number of people who will be left without the benefit of the Potenciar Trabajo program worries the different social movements, who claimed that the mechanism creates difficulties for those people who have connectivity problems or who do not have the device to carry out the validation.

In fact, they suspect that it is a “bureaucratic strategy” of the Government to “cut plans by trickle”.

During these hours, piquetero organizations and a group of social movements are considering taking forceful measures. It is that to the number of people who would be left without the benefit of this program, the claim for delays in the delivery of food from social programs is added.

“If in the next few days the funds for the tools and supplies are not credited, and the food is not delivered, we are going to take some measure to denounce what happens. I hope we don’t have to mobilize”, warned a leader of the Piquetera Unit.

Last December, the Federal Criminal and Correctional Court No. 12, in charge of Ariel Lijo, granted a precautionary measure and ordered the Government to pay the assets corresponding to the Potenciar Trabajo plan, of November, to those beneficiaries who did not they received for having bought dollars in the last time.

The magistrate accepted the request made by the social leader Juan Grabois, of the Movement of Excluded Workers (MTE), against the decision of the Minister of Social Development, Victoria Tolosa Paz, who had suspended the delivery of State aid to those people who do not meet certain requirements.

The conflict began after Tolosa Paz promoted an audit of the beneficiaries of that plan and terminated 20,410 holders who had been collecting the benefit irregularly, after detecting some irregularities.

Given this, the same federal court, on December 6, authorized the Ministry to pay the more than one million three hundred thousand holders of the program, despite the 253,184 incompatibilities detected, thus leaving out those who had been given low.
