The authorities have managed to capture seven people related to the murder of Paraguayan prosecutor Marcelo Pecci, which have allowed progress in the investigation. The information would also have led investigators to the people most responsible, the kingpins behind the fortune that was paid for the crime and who were hot on their heels by the prominent mafia pursuer.

Four of those captured accepted the charges. Among them, the two coordinators of the crime, the brothers Andrés Felipe and Ramón Emilio Pérez Hoyos, accepted the prosecution’s accusation. Another of the key prisoners is Francisco Luis Correa Galeano, accused of being the mastermind of the homicide, who has provided information to the authorities in multiple interrogations, in which he provided the information to capture the two mentioned above.

An investigator close to the case told the newspaper El Tiempo that the profile established so far is that of a Paraguayan drug trafficker, who started out in the world of crime as a bank robber. In addition, one of the prosecutor’s informants would have said that he is hiding in La Guajira, where the Pérez Hoyos brothers control the routes for cocaine trafficking.
Correa Galeano, as quoted by the prosecutor at the prosecution hearing against the Pérez brothers, indicated in an interrogation that he was initially contacted by telephone on April 30, 2022 by Ramón Emilio. He told her that he was with a Chinese citizen, whom they would call El Chino, in Santander and there was a “return to do”.

Then they met in Medellín where he gave him more details of the order. “On May 2, 2022, Ramón made an appointment with me at the center. Correa Galeano said that he did not know the name of the head of the Pérez Hoyos brothers, but what he did know was that he had Paraguayan nationality. According to the testimony, Ramón belonged to the Los Paisas gang that he came to command in 2010, while Andrés Felipe would be in charge of cocaine shipments for a Paraguayan drug trafficker who would be the one who ordered the Pecci crime.
One of those shipments, revealed the Prosecutor’s Office, was seized in Punta Gallinas, in La Guajira, in March 2022. It was a shipment of 1,100 kilos that was wrapped in packages marked with the acronym TXL. In the operation, five people who could provide information on the criminal structure that led the murder of the investigator were captured.
That brand has been found in several seizures in the country and abroad, such as in Valle del Cauca, Honduras and also Spain, Paraguay and El Salvador. The authorities presume that Margareth Chacón Zúñiga, the wife of Andrés Felipe, who was present at several of the meetings to coordinate the crime and remains a fugitive from justice, would be in the latter country.
The authorities believe that Miguel Ángel Insfrán Galeano, known by the alias Tío Rico, could be behind the murder of prosecutor Pecci. He leads a criminal clan along with Sebastián Enrique Marset Cabrera of drug trafficking and money laundering in Paraguay. In recent years, the authorities have followed José Insfrán Galeano, an alleged pastor who is on the run and from whom several assets have been seized due to his association with that criminal and family group.
