With the arrival of Andrés Manuel López Obrador (AMLO) to power in December 2018, the security strategy changed. Since his presidential campaign, the current president had said that the war against drug traffickers would end with his arrival at the National Palace and would begin a new stage of conciliation and pacification in Mexico.
Almost four years have passed since the current head of the federal executive instituted the policy of “hugs, not bullets” and just over three since the National Guard (GN), the corporation that replaced the Federal Police (PF) was created. after multiple accusations of corruption and collusion with organized crime.
It is in this context that the opposition has launched multiple accusations against the government of the so-called Fourth Transformation (4T), since they assure that with the administration of AMLO and the National Regeneration Movement (Morena), Mexico is a more violent country, for which The government’s performance in safeguarding the lives of Mexicans has been called into question.

On the one hand, the criticism of the members of the PRI, PAN, PRD and MC has been expressed in saying that thanks to the policy of “hugs, not bullets”, the forces dedicated to preserving order have adopted a passive attitude towards the main generators of violence in Mexico; At the same time, and although it may seem contradictory, they condemn the supposed militarization that exists in the republic, since the presence of the Armed Forces in the streets is a sign that there is no peace in the national territory.
However, given the precise definitions of the opposition’s statements, as well as the results recorded by the government and decentralized autonomous organizations, it can be seen that there is no militarization or that the institutions remain passive before the generators of violence, since, At first, there was a slowdown in intentional homicides and, later, a downward trend.
First, the militarization of a country is the submission of the State (territory, population and government) to the Armed Forces, which in this case falls to General Luis Cresencio Sandoval González, head of the Secretary of National Defense (Sedena). In a second term, the National Institute of Statistic and Geography (inegi) reported a negative trend in the incidence of intentional homicides during the last year of AMLO’s government.
According to the federal government, in the last year of the government of Enrique Peña Nieto (EPN), 36 thousand 685 homicides were registered; When López Obrador’s first year ended, this indicator remained practically the same, since it remained at 36,661; in 2020, this item increased to 36 thousand 773; and for 2021, the last year of registration, there was a notable reduction, as it was left at 35,625.

Given these numbers, the opposition usually compares the first three years of Peña Nieto’s government with the first three of AMLO; However, what they do not mention is that in the last year of Felipe Calderón, former president immediately preceding that of EPN, and in the first two years of the PRI, there was a downward trend, but then the rates of violence got out of control. and they reached the number mentioned at the end of their six-year term.
This information is confirmed by the Inegiwho maintains a record of observance of this crime, where it can be seen that the highest peaks occurred in the last two six-year terms, of the PAN and the PRI, respectively, which coincides with the beginning of the so-called war against drug trafficking by Felipe Calderón and his continuity with Peña Nieto.

On the other hand, it is observed that in the first two years of AMLO there was a trend towards a slowdown in homicides and in the third year, finally, a reduction is seen in relation to the previous year; however, this is far from the lowest period, which manifested itself in 2007, just when the period of frontal attack against the drug cartels broke out.
As for who is the president who most reduced intentional homicides in Mexico, it should be noted that it is not AMLO, because, although a downward trend has already been manifested, it was during the period of Ernesto Zedillo (1994-2000) when it was achieved reduce this crime by 31.2%; On the other hand, it was during the administration of Felipe Calderón that intentional homicides increased diametrically in the country, since the growth was 192.8 percent.
“Morena has an expiration date”: Gibrán Ramírez warned of the collapse of the party with the departure of AMLO in 2025 Former president of the PRD criticized AMLO for calling for peace in Ukraine and Noroña slammed him on social networks The PAN went against Salma Luévano and defended the religious freedom: “they make fun of the beliefs of millions”
