The application of the subsidy to gasoline and diesel, by not charging the Special Tax on Production and Services (IEPS)has generated a decrease in the federal participations that arrive through this route to Jaliscorecognized the secretary of finance of the Condition, Juan Partida Morales. Without specifying figures, he stated that in the first quarter of the year the resources arrived in accordance with what was stated in the federal budget; but he commented that during May and June there was already a decrease.
The person in charge of state finances argued that this decrease has been compensated with the funds that come through oil surpluses.
“We are in line with the program, almost at a penny, suddenly there are downward adjustments, but we believe that it will be compensated at the end of the year. We do not expect there to be a difference from what was included in the federal budget. We are calm, there have been oil surpluses, but in the case of IEPS gasoline is getting very little or almost nothing, so it has been compensating. Even during the first three or four months, resources arrived according to the program and it has been the last two where very little has already arrived,” he said.
A study conducted by the Institute of Statistical and Geographic Information (IIEG) estimated that for Jalisco the impact of the drop in collection of the IEPS would amount to 833.5 million pesos (MDP). The greatest decrease for the State would be the General Participation Fund, with a decrease of 617.4 million.
the information director IIEG statistics, Mireya Pasillas Torresconsidered that the effects are not recoverable, although they could be compensated if the collection increases in the coming months.
Other reductions would be in the Contribution Fund for the Strengthening of Municipalities (FAFM) with 76.2 million less and the Contribution Fund for him Strengthening of Federal Entities (FAFEF) which would have a decrease of 36.3 million.
