The Congress of Jalisco has yet to rule on the initiative of a new Law on Prevention, Comprehensive Care and Eradication of Addictions in the State, which includes adjustments to the regulation of care centers for people suffering from addiction.
The proposal of the PAN deputy, Julio César Hurtado Luna, presented last April; It includes that the State Health Secretariat create and update the registry of public and private institutions and organizations that carry out activities of prevention, treatment, care and social reintegration in the field of addictions. All centers that operate in the State must have the corresponding registry of the Secretariat, abiding by the provisions indicated by the Official Mexican Standard on the Matter.
It includes elements such as the fact that the Commission for the Protection against Sanitary Risks of the State of Jalisco must make periodic visits to the centers to verify compliance with the regulation. Details that Officials from the State Human Rights Commission, the State Prosecutor’s Office and the State Council against Addictions must be present during the inspection visits.
“Establish the guidelines for the operation of public and private organizations dedicated to the treatment of addictions, as well as to authorize, monitor and certify their correct operation. Also punish those who do not comply with the norm, “said the legislator.
The bill states that It is the obligation of the centers to have a doctor and a psychologist responsible for the treatment, whatever its modality. It details the protocols to follow for the entry, stay and exit of users; specifies the rights of patients and that the family should be involved in recovery treatment. In addition to having plans for the social reintegration of the user after treatment.
The initiative is pending ruling in the Legislative Commission of Hygiene, Public Health and Prevention of Addictions, where it has been archived since last April.
