The governor of Nuevo León, Samuel García, surprised with the announcement that there will be some changes in the water rate, this as a measure to prevent waste in non-essential activities in the face of the shortage crisis in the state.
However, the president also touched on various points such as global climate change, excessive water consumption both at home and in industries and the responsibility that the government and the population of the state have together to be able to solve this drought.
The governor proposed a “Master Plan” with which he guarantees water until the year 2050, in which he contemplates the increase in the water rate. This more for the purpose, he said that some of the sectors of the population become aware and stop wasting it.
He pointed out that it is necessary to look a balance between the industrial and the domestic, supported by a progressive rate.
“A healthy balance between industrial and domestic use. To analyze and decree a progressive rate. Mexico is a very unequal country, there are segments that raise the rate by one peso, it would be a crime, but there are others and I want to address the following message to them: that, for them, the rate is excessively cheap.
“We have to look for a progressive rate, so that no one thinks of throwing it away and so that a segment is so cheap that it does not hurt in the pocket, a system of fines will come, reduction, not because you are wealthy, you have the privilege of throw away the water that others lack”.
It should be noted that the president will seek a progressive tax, as well as a system of fines that would generate more equality in terms of waste of water.
Seeks to create Council within Water and Drainage
Governor Samuel García emphasized that in order to change the rate on water bills, it will first be created a Council within Water and Drainage, although it is going to recommend the rate to the parastatal.
In turn, it proposes experts such as CONAGUA, AyD, the state government and universities of Nuevo León to come to an in-depth analysis and propose a fair rate for the future.
“Yesterday a message of reflection was given, of thinking about the future, and now it continues to invite all parties to form a Council, it would be made up of Conagua, Agua y Drainage, the state government, universities, the water fund and that in a technical way he recommends Water and Drainage (the update) and it is a Council for the future to 2050, there is no rush to do it right now”.
“No, no, (right now) it is not raising rates, it is creating a Council that in the future or in the following years makes a recommendation on how the rate should be applied so that it is not discretionary or political, it is advice for the future, there are segments, those at the top, where for them water is very cheap, as long as there is no fair rate, there is no rate increase right now, it is just a recommendation, it is an idea, I have five years left as governor”, he emphasized.
García also commented that both in the state and in the metropolitan area there is a 30% water deficit and the city is currently consume 16 cubic meters for this summer.
In the month of March of the current year, Javier Caballero, who is a representative of the Congress in the AyD Council, said that with seven votes in favor and one abstention, changes were made in the gratuity to month 12, putting a limit on those who consume more than 17 cubic meters.
That is to say, they will give away the consumption of 16 cubic meters, but they will charge the higher consumption, one, two or those that the user consumes in the first month of the following year.
“The application criteria of the twelfth month free are modified, the clients who paid more punctually were granted, as they share with us, these clients were only 17%, today what is done is that looking for savings it tops 16 cubic meters and from 17 it would begin to count as if it were the first”, said Caballero.
