After the arrest of the leader of the General Pedro José Méndez Armed Column, Octavio Leal Moncada, alias the tarzanOn July 5, chaos broke out in Tamaulipas when members of the self-defense group carried out blockades on the Ciudad Victoria-Monterrey highway.
Throughout Wednesday, a caravan made up of several vehicles was deployed to block roads in the state in order to demand the release of Leal Moncada.
In this regard, the Tamaulipas Public Security Secretariat (SSP) indicated that, in coordination with the State Attorney General’s Office, actions are maintained to contain the damage caused by protesters on highway 85 Victoria-Monterrey.
A deployment of units was carried out by the State Police and the investigative Police in order to provide security to the affected users as well as information on alternatives.

They reported that starting on the night of July 5, points were established on the highway, four of these located in the municipalities of Güemez and Padilla and one in Villagrán, in which drivers are instructed not to go to the Tomaseño area so as not to be stranded
Therefore, they established as an alternative, in coordination with the authorities of the state of Nuevo Léon, to cross through the municipality of Méndez towards the neighboring state. Another is to advance along the national highway 85 towards Padilla and go to the Reynosa highway to advance to Monterrey from the border city.
Similarly, the authorities clarified that the messages that circulated on social networks about risk situations were false. They were threatening audios against security agents as part of the attempts to free Leal Moncada.

In turn, on Wednesday night, they reported on social networks that the roads of the National Highway at the heights of Tomaseño in the municipality of Hidalgo and Mainero had been released around 10:30 p.m.
Octavio Leal Moncada is the leader of the General Pedro José Méndez Armed Column, a group that was founded with the aim of confronting Los Zetas in the state in 2010. However, the group has been identified as an armed wing of the Cartel del Gulf.
Due to these remarks, an arrest warrant was issued against him and Cesáreo Leal, co-founder of the Column. In fact, Leal Moncada was arrested in 1989 for the alleged trafficking of half a ton of marijuana and 15 high-caliber weapons.

The group operates mainly in the municipalities of Hidalgo, Villagrán and Mainero, San Carlos and San Nicolás. He was arrested for his alleged responsibility in the crime of qualified homicide against two people in an Ejido in the municipality of Hidalgo.
The Column has maintained alliances with the government of the day. However, in 2016 he fell out with the government of the National Action Party (PAN) headed by Francisco Cabeza de Vaca, and has currently been accused of having alliances with Américo Villareal de Morena, as well as promoting the candidacy of Andrés Manuel López Workshop (AMLO).
