They sentence a man who ordered the assassination of leader Esteban Mosquera, a student leader in Cauca

The 49-year-old man was captured on October 12 on a soccer field in Popayán and the next day, the hearing for charges against him was held.

On the afternoon of this Saturday, May 14, a criminal judge sentenced Carlos Alberto Moncayo Cabrera to 16 years and 9 months in prison, who ordered the murder of student leader Esteban Mosquera Iglesias, perpetrated on August 23, 2021 in the neighborhood La Pamba, from Popayan.

The Attorney General’s Office established that Moncayo Cabrera paid Édgar Alexander Méndez, alias “Pollo”, and his wife, Michelline Vásquez Murillo, to locate two assassins to attack the young man and thus put an end to a family problem that was on the rise. Well, the condemned man today was a sentimental partner of an aunt of the student leader.

The victim, who was studying music at the University of Cauca, was a recognized leader among his peers and had been a promoter of social demonstrations in Popayán. In addition, he was a reporter for the alternative media outlet Contra Portada and occasionally broadcast live on Facebook. Through both channels, Esteban Mosquera made visible the reality of the department and the problems of his community.

The assassins who killed Mosquera Iglesias have been imprisoned since September 2021 and are identified as Breiner Alexánder Narváez Ruiz and Fernando Esteban Narváez, members of the criminal group ‘Los Ovejos’. The Prosecutor’s Office charged them with aggravated homicide and illegal possession of firearms. The captured did not accept the imputed charges.

The investigation of the investigative entity indicates that these two men attacked the young man on public roads with a firearm and fired three shots at him that immediately ended his life. In this sense, Carlos Alberto Moncayo Cabrera was declared responsible as a determiner of the crimes of aggravated homicide and illegal possession of weapons.

The incident occurred punctually on race 1, between the third and fourth streets, in Popayán. This address is close to the house of Mosquera Iglesias and apparently the young man was going there when he was shot in the head.

According to the statement of one of the assassins, Édgar Alexánder Méndez and Micheline Vásquez Murillo offered them “five sticks” to assassinate Mosquera Iglesias, the man assured that “the family had him killed to keep the inheritance.”

In the same testimony, one of the murderers stated that on a Sunday night, he met with these two people who gave them a revolver to commit the murder and agreed that Vásquez Murillo would monitor the victim’s movements.

The director of the Cauca branch of the Attorney General’s Office, Gustavo Alfredo Montaña, explained: “The strength of the evidence presented allowed a criminal judge from the city of Popayán to approve a preliminary agreement and sentence Carlos Alberto to 201 months in prison. Moncayo Cabrera, who was declared criminally responsible for determining the murder of student leader Esteban Mosquera.

The same official pointed out that Moncayo Cabrera agreed to be the determiner of the crime and added that the investigative entity will continue to prosecute those responsible for the “reprehensible” crime. The 49-year-old man was captured on October 12 on a soccer field in Popayán and, the next day, the hearing for charges against him was held.
