Controversy by Law that approves the return of FONAVI contributions
Congress today promulgated the law that ensures the implementation and execution of the return of money from the National Housing Fund (Fonavi) to the workers who contributed to it, prioritizing the vulnerable population, as a consequence of the covid-19 pandemic. This rule ratified the final amount of 42,008 million soles in favor of the Fonavistas, after applying the consumer price index (CPI) and considering both contributions from workers and employers.
The Executive’s observation questioned, among other things, the criteria with which the amount owed to the Fonavistas was determined, pointing out that the calculation should be made only on the contributions of employees.
It should be noted that Fonavi was created by Decree Law No. 22591, dated June 30, 1979, whose purpose was to progressively satisfy the housing needs of workers based on their income.
The National Housing Fund was in force from July 1, 1979 to August 31, 1998. Its main objective was aimed at dependents and independents as a form of support for the acquisition of land progressively, thanks to a contribution they made with a part of your salary.
According to the law published today, in article 5 of Law 31173, in the sense that the Ad Hoc Commission is made up of:
– Three representatives of the Ministry of Economy and Finance (MEF).
– A representative of the Pension Standardization Office (ONP).
– Three representatives of the National Federation of Musicians and Pensioners of Peru (FENAFP).
The Commission is chaired by one of the representatives of the National Federation of Fonavistas and Pensioners of Peru.
The Presidency of the Council of Ministers (PCM) provides the necessary infrastructure and resources for the functioning of the Commission.
Who can be beneficiaries of Fonavi 2022?
All citizens who were once dependent and independent workers and who were contributors are pointed out. It should be noted as an exception those who benefited from their resources, in addition to employers and the State.
How do I know if I am entitled to a Fonavi refund?
All Peruvians who wish to know the list of beneficiaries for the return of contributions must enter the free service of the national register, which is available virtually and can also be consulted by telephone.

How do I check the Fonavi registry?
When entering the platform, you must go to the module that indicates “virtual consultation”. A form will appear, which you have to complete with your data and the verification text.
The next step is to click on “Consult”. Once the data has been verified and you find your name on the list of beneficiaries, you can go to the Banco de la Nación and collect the money by showing your National Identity Document, as long as the payment schedule has already been enabled.
The data: to protect your data on the Internet, the system you will enter will close after 15 minutes of inactivity, so if it is updated, you will have to repeat the process, which must be done by the owner.

How do I know in which periods I made the contributions?
You must remember that dependent workers made mandatory contributions between January 1980 and July 1995; After that date, only the employer made the contributions until August 1998.
Those considered independent contributed in an optional way from July 1979 to July 1995 and, in a mandatory way from August 1995 to August 1998, as detailed in the platform of the Fonavi Technical Secretariat.
