ANDhe Russian chief negotiator, Vladimir Medinsky, has described the meeting on Tuesday morning as “constructive”. The Russian Ministry of Defense has announced that it will “drastically” reduce operations around kyiv and Chernigov to facilitate dialogue.

Ukrainian authorities declared during the talks that they will punish those who mistreat prisoners of war, and called on Russia to do the same.

A short speech by the Turkish president, Recep Tayyip Erdogangave way early this Tuesday to the fourth round of negotiations to end the invasion: “Establishing a ceasefire and peace as soon as possible will benefit everyone. We believe that we have entered a period in which that we must obtain concrete results from the negotiations”.

Meanwhile, the war of attrition continues. Russian missiles destroyed the central building of the Mykolaiv regional administration on Tuesday. There are at least two dead and an unknown number of people under the rubble.

According to the official Moscow war report, its forces have destroyed a fuel depot and several drones. The shelling continues on multiple fronts in contradiction to Russia’s announcement on Friday that it would concentrate troops on what it called “liberating” the Donetsk and Lugansk regions of eastern Ukraine.

Ukrainian forces reportedly regained control of several towns near Kyev.

On Monday they seized the town of Trostianets, in the northeast of the country, from the Russian army. The fighting left a long trail of destruction.
