Rímac: Police is dragged by a fleeing vehicle and has injuries
The integrity of a member of the National Police of Peru (PNP) was put in danger when an irresponsible driver dragged him down a street in the Rímac district while trying to flee. The accident caused the agent to end up with his uniform undone and serious bruises that appeared on various parts of his body. This is a serious offense against authority, showing that citizen insecurity has reached unsuspected levels.
The third PNP non-commissioned officer identified as Royser Erick Huachin Pinedo was the agent affected by the irresponsible driver. The incident took place when Huachin was carrying out the respective vehicle acceleration at the intersection of Tacna and Virú streets in the Rímac district. Realizing that a white taxi-type vehicle was performing dangerous maneuvers, he decided to intervene.
As indicated by protocol, the non-commissioned officer approached the car to request the driver’s documentation. What should have been a routine exercise ended in tragedy when the man behind the wheel stepped on the accelerator upon noticing Huachin’s presence. He continued his course in the direction of the Santa Rosa bridge, according to the statements collected from the event.
When the vehicle resumed the march, the policeman’s red cord was hooked to the rearview mirror causing it to be dragged to the jr. Conde de Superunda, where the agent finally fell to the pavement while the driver continued his journey, managing to escape from the authority.
The unit of which he is a part came to help him until he reached the Luis Sáenz central hospital. It is there where the doctors realized the traumatisms that were appearing in different parts of the body.

Shortly after, he did notice that a citizen denounced the owner of the vehicle with license plate D5F-223. It is believed that this would have been a white Toyota-Probox; however, after verifying the information in the files of the National Superintendence of Public Records (Sunarp), the vehicle bearing that license plate is a red Hyundai owned by Hilbert Champi Suma and Gina Milagros Zavala Moreno.
UNCONTROLLED INSECURITY
The insecurity registered day by day in metropolitan Lima and Callao forced the authorities to declare the two zones in a state of emergency for 45 days starting on February 3. Through Supreme Decree 012-2022-PCM, the measure was launched, which is supported by the Political Constitution of Peru.
The aforementioned decree states that during the period that governs the measure adopted by the Executive, some constitutional rights will be suspended, as stipulated in subsections 9, 11, 12 and 24 of article 2 of our Magna Carta such as the right to freedom, inviolability of the home, freedom of assembly, freedom of transit in the national territory, among others. About these, it is important to take into account the following information.
Recently, the authorities have arranged for the Armed Forces to support security agents in their surveillance tasks for the duration of the measure. The decision has been highly questioned since military training aims to resolve other types of problems.

The State of emergency is declared when it is registered “disturbance of peace or internal order, catastrophe or serious circumstances that affect the life of the Nation”. Article No. 137 of the Constitution states that this measure cannot exceed 60 days and if it is to be extended, a new decree will be required. “In a state of emergency the Armed forces assume control of internal order if so ordered by the President of the Republic”However, in this case, the Police are in charge of order, which will have the support of the Armed Forces. The decree states that both institutions must govern their behavior based on the decrees that regulate their actions in these cases.
