In O’higgins street, one case of violence after another is recorded. Collective taxi drivers dispute the reception of passengers to blows in the middle of public roads.
According to a report by ATV+, the bus drivers and pullers who travel the Lima-Cañete route would be the ones who trigger these events. The images of the fights are recorded on security cameras and by witnesses, with their cell phones. Sometimes, more than one event happens in the same day.
In a video captured by witnesses, the companies Transportes Huapaya and Maleño Vip are mentioned, when it shows two alleged drivers fighting in a terminal.
Now the images are in the hands of the police, who must decide how to stop these outbreaks of violence in various parts of the capital.

COLLECTIVE TAXIS MUST BE REGISTERED IN THE MTC REGISTRY
The Executive Branch issued ministerial resolution No. 1354-2021-Mtc/01.02 in December of last year, with the purpose of ordering transportation in the country, especially in the capital, due to the large influx of collective taxis. This resolution provides for the creation of a registry for drivers in this transportation category.
“The purpose is to carry out the registration of natural and legal persons who provide the service of land transport of passengers by collective car at the national, interprovincial and interdistrict levels”, it is read in the Peruvian.
In order to have the approval of the Ministry of Transport and Communications, the rule establishes that people who have been duly registered and meet all the requested requirements, will be able to work without problems, as long as they meet the requirements.
“The legal entities that have complied with the registration provided for in this ministerial resolution may obtain authorization to provide the Temporary Ground Transportation Service for Passengers in a Collective Car provided that they meet the requirements and technical conditions established in the Regulations of Law No. 31096″adds the regulations.
It was announced that it will be the Superintendence of Land Transportation of People, Cargo and Merchandise (Sutran), the body in charge of the administration of the registry in question. The registration of the drivers can be done through a physical or electronic means with the respective affidavit of the driver.
People registered in the register can obtain authorization to provide the Temporary Service of Passenger Land Transportation by Collective Car, provided that they meet the requirements and technical conditions established in the Regulations of Law 31096.
Many experts on transport issues have questioned this measure, since they consider that collective taxis are not safe, generate traffic congestion, operate informally, lack authorized stops and are responsible for a good part of traffic accidents, with their respective fatalities.
Likewise, on a daily basis, passengers who use this transport become victims of crime, since on many occasions, collective taxi drivers are in collusion with criminals, who, on several occasions, kidnap people and their bank accounts are emptied.
It is worth mentioning that in the month of November of last year, the Constitutional Court (TC) declared unfounded the unconstitutionality action presented by the Executive Power against Law 31096. This tried to formalize the use of collective taxis for land transport of passengers. nationwide, with the exception of Lima and Callao.
“It is necessary that the State, through the Legislature, anticipate this situation, face the aforementioned social problems and regulate this scenario by granting concrete solutions to those who may be harmed and harmed”, secure this error.
