President Andrés Manuel López Obrador joined his three predecessors to pay contracts that amounted to at least 73.6 million pesos in the last two decades to a company linked to the Sinaloa Cartel through operations through the wife and daughters of Ismael Zambada Garcia, the Mayo.
In accordance with documents obtained via transparency by the journalist Anabel Hernández, the Tabascan is the one who has allocated the most money to the instance that operates as a nursery, but which was identified by the United States Department of the Treasury as one of the front businesses to launder money by the leader of the transnational drug trafficking group.
Estancia Infantil Niño Feliz SC was named by the Drug Enforcement Administration (DEA) in 2007 as “illegal sources of income that feed drug trafficking, violence and corruption”, when it was included in the list by the Office of Foreign Assets Control.
That time five more companies were consigned under the Kingpin Act, along with the first wife of the Mayo Zambada, Rosario Niebla Cardoza and their four daughters: María Teresa, Midiam Patricia, Mónica del Rosario and Modesta. All of them, from the same nucleus from which Vicente Zambada Niebla came, the Vicentillo.

The amounts began in 2001 with Vicente Fox through the Mexican Social Security Institute (IMSS). At that time, the company had only been established in Culiacán, Sinaloa, for a few months, where it still operates. It is located at 2141 Manuel Vallarta Avenue in the Centro neighborhood. Rosario Niebla Cardoza owns the premises and receives rent payments from her daughter so that she can continue the Niño Feliz Children’s Farm with public resources.
Between 2002 and 2003, 11 million 546 thousand 617 pesos were awarded for three contracts as supplier to the nursery that would then take care of the sons and daughters of IMSS employees. This, through the Procurement Office of the Sinaloa Delegation.
But the agreements continued with Felipe Calderón, Enrique Peña Nieto and the 22.4 million pesos that the López Obrador government delivered since he began his six-year term, between December 18, 2018 and June 21, 2021.
Already with Calderón, 10.2 million pesos were registered from 2007 to 2009, for annual subrogation. While from 2010 to 2012 that IMSS administration granted 10.4 million pesos more.

It was the same period in which the US authorities publicly reported the involvement of the company as a front for money laundering of the Mayo Zambada. But nothing serious happened with the nursery and the contracts continued.
With PRI member Enrique Peña Nieto, the IMSS signed an agreement for 5.6 million pesos in 2013. The following year the period was 24 months for 13.5 million. And it was not until 2016 that it was decided to secure multi-year contracts until December 2021.
Already with the arrival of López Obrador, who canceled the Texcoco Airport, the nursery linked to the Mayo Zambada continued to receive resources. Ending the air port cost about 113 billion pesos and authorities from the Financial Intelligence Unit promised Anabel Hernández that they would investigate the Culiacán company, but from Sinaloa they remained reluctant to provide information.
From December 1, 2018 to December 2019, 9.6 million pesos were paid to the Culiacán children’s stay. Between January and December 2020, the amount was 8.64 million pesos, while from January 2021 to June of the same year, an additional 4.24 million pesos were allocated.

The grandchildren of Mayo Zambada are also listed as associates and they are the children of María Teresa: Mayte Diaz Zambada, Javier Ernesto Diaz Zambada and Rosa María Zazueta Zambada, according to inquiries from the specialist in investigations related to the criminal group.
