Deputies of the Legislative Finance Commission endorsed the 2022 budget package. At the last minute they added a purse of 167 million 493 thousand pesos, so that total spending rose to 137 thousand 286 million pesos (MDP).
Although they added additional funds, the University of Guadalajara (UdeG) is not supported by the growth it requested and maintained the state contribution of 6 thousand 510 million which represents an increase of 3.8% but the demand of university students was an increase of 10%.
In the case of Civil Hospitals, they would receive an increase of one hundred million, in addition to the 4 thousand 390 million that it already had labeled in the initiative. The additional resources will be for personnel of the Specialized Maternal and Child Unit and Escalafón. The fund of 228 million for educational infrastructure of the UdeG was maintained; 7 million for the Guadalajara Film Festival; 2 million for the International Book Fair and one million for the Papirolas festival.
The coordinator of Hagamos, Mara Robles Villaseñor, insisted that the approval of the budget package was a “starter” because they delivered the opinion 15 minutes before voting on it in the Finance Commission. He criticized that they did not receive directors of the Civil Hospitals. On the other hand, the deputy of the Citizen Movement Claudia Salas Rodríguez said that she listened to all those who requested a hearing and asserted that the UdeG did not present a formal proposal for their petition.
The main reassignment will be for the Secretariat of Infrastructure and Public Works, They added 80 million for the construction of the cancerology area at the Civil Hospital of Tonalá and 130 million pesos for the General Hospital of Miramar.
Without specifying what it will be used for, the deputies granted themselves an increase of 30 million pesos in the spending of the Legislative Power, which in total will have 828.1 million.
The bag for the prerogatives of the political parties had a cut of one hundred million pesos, they were left with 131.3 million for ordinary activities. The Commission for the Search of Disappeared Persons, which in the initiative of the governor had a cut, was reallocated 2 million to have a budget of 41.2 million pesos.
Other modifications were 10 million for the pilot program on type 1 diabetes, seven million for the pilot program “dignified menstruation” and one million for a program of supports orphaned by COVID-19.
In other areas, the Jalisco Institute of Forensic Sciences (IJCF) would be assigned 363 million 200 thousand pesos, 76.1 million pesos more than this year. The projected amount includes 5 million for the genetics laboratory and 22.2 million for the Human Identification Center. The 100 million pesos (MDP) bag for Line 4 of the Electric Train to Tlajomulco was maintained.
The plenary session to discuss the state economic package was scheduled at 7:30 p.m. and has not started at the close. Congress has a deadline to endorse the budget on December 15.
There will be an increase in the Payroll Tax
With the vote against Morena and Hagamos, the amendment to gradually increase the Payroll Tax (ISN) was also endorsed. As approved, in the first quarter of next year the ISN would rise 0.125%, the same adjustment that it would have in the second quarter, and thus close 2022 with another 0.25% increase. By 2023 it will grow 0.50%, divided into two parts in the first and second half of the year.
The State Treasury Department considered that there will be around 130 thousand companies to which the adjustment would apply. With the proceeds, they will form a trust of 800 million pesos for educational infrastructure.
In terms of income from state taxes, they project to collect 8 thousand 367 million, in the category of participations they expect 65 thousand 954 million and 40 thousand 148 million in federal contributions.
