The government will build a new gas pipeline, called Presidente Néstor Kirchner, which will gradually supply the demands of the north with national gas, currently covered with gas from Bolivia.
The work will require a total investment of USD 1807 million, in two sections: the first (Tratayén-Saliquelló) of USD 1,145 million and the second of USD 662 million, up to San Jerónimo.
The sources of financing for these works, which will be developed between 2022 and 2025, will be the national budget (USD 530 million and part of the income from the tax on large fortunes (USD 480 million). private, through the following channels: “Modification of Law 27,605 establishing the possibility that interested shippers freely enter into contracts with IEASA (YPF priority); and creation of a Financial Trust, with two possible ways of financing: interested shippers prepay agreements agreed with IEASA, or a trust that has within its assets the income to repay a debt instrument with collection guarantees from the National State ”.
With the complementary works, the investment goes to USD 2,096 million, according to official figures.
Official sources explained that the project, to be carried out by YPF and Enarsa, “is a core component of the set of works aimed at expanding the capacity of the gas and transportation system and optimizing its use.”
With its complementary works, it will make it possible to “take advantage of the available capacity in the TGS and TGN infrastructure and put the GNEA in value, upon reaching San Jerónimo with 20 cubic millimeters per day, which allows the supply of the Litoral and the Northeast, historically postponed, already that still do not have access to the gas network or are supplied by propane ”.
In addition, it will allow “to consolidate the interconnection of the existing transportation systems, providing greater reliability and security to the supply of the current demands of the GBA Ring and the area of the final sections of the TGN system between Cardales and the GBA Ring.”

It will also make it possible to have “gas flows from reservoirs in the Neuquina, Golfo San Jorge and Austral basins, currently transported by available capacities of the Neuba I, Neuba II, San Martín and Final Sections systems, as well as those generated by the new infrastructure to build ”.
In addition, it will be possible to supply “the domestic market in a reliable and competitive way, totally substituting, in a first stage, the imported LNG in Bahía Blanca and the use of liquid fuels or Escobar, in a final stage.”
In turn, it will reduce “the cost of supplying national demand, with a clear import substitution effect that has a favorable impact on both the trade balance and energy subsidies.”
In this sense, the work can be “staggered, adjusting it to the needs of gas demand and availability, since it is a modular project and has a strategic central plan, reinforcing the supply to the GBA and Litoral area with local natural gas. through efficient expansions, as well as the supply of Patagonia and Bahía Blanca without the need for additional works ”.
It will also make viable “regional exports to the north and center of Chile, to Brazil and to the international LNG market (to be located in Bahía Blanca)” and will boost gas consumption in the Bahía Blanca petrochemical hub, “enabling investments in a high added value sector ”.
As highlighted, “the Néstor Kirchner gas pipeline constitutes a fundamental step towards gas self-sufficiency; Due to its trace, not only does it compensate for the reduction in imports from Bolivia in the short term, as does the La Mora – Tío Pujio (TP) project, but also (and unlike this) it allows to dispense with imports of LNG from the Bahía Blanca terminal ”.
