So that the start of the consultation on the fiscal pact is not tied with the extraordinary election in Tlaquepaque, the State Council for Citizen Participation approved changing the start date of the exercise.
César Díaz Galván, technical secretary of the Council, explained that they agreed to run the start of the vote for the consultation for a week so that it does not coincide with the vote for the extraordinary electoral process on Sunday, November 21.
The tool will be held on November 27 and 28, as well as December 4, 5, 11, 12, 18 and 19. The change of date was raised by the State Electoral Institute, which picked up the concern of representatives of political parties.
The Council also determined to specify that the vote of those over 18 years of age will be the only one considered for the result that is binding, although minors between the ages of seven and 17 may also vote.
“In order to guarantee the greatest certainty, legitimacy and reliability of the result of the consultation on the fiscal pact, the sum of the opinion of the citizens will be made, that is, of the persons of legal age with valid voter credentials at the day of the fiscal year, which will be considered for binding purposes with respect to the percentage established by law ”, stated María del Rocío Delgado Gil, president of the Council.
According to article 104 of the Law of the Citizen and Popular Participation System for State Governance, the results of the consultation will be binding when at least 33 percent of the inhabitants of the territorial demarcation have participated, in accordance with the last census carried out by the National Institute of Statistics and Geography, and more than half have cast their vote in the same sense.
The electoral councilor Miguel Godínez Terríquez, spoke in abstention in the section of the binding vote; While the president of the Anti-Corruption Social Participation Committee, Annel Vázquez, emphasized that the propaganda to promote the consultation has diverse, objective and impartial information to avoid biased positions and try to influence and take the opinion of those who participate to the side.
