The next mayors of Guadalajara and Zapopan, Pablo Lemus and Juan José Frangie, respectively, highlighted that there are capable people in the teams that will accompany them as of October 1.
Lemus invited part of the group that he formed during his tenure as municipal president of Zapopan.
For instance, Juan Pablo Hernández González will be the head of the Police. He previously served as the third in command in the zapopana corporation.
Sergio Ramírez López will be the coordinator of Civil Protection. He held that same position during the six years that Lemus was at the head of the Government of Zapopan.
The new organization chart will have nine women in managerial positions.
During the presentation of these profiles, Lemus highlighted that Although it will replicate programs applied in Zapopan, such as Schools with a Star and Las Colmenas, its implementation will be different, because in Guadalajara they will take advantage of the works and infrastructure that are already within their reach.
For her part, Frangie stressed that among the characteristics of her cabinet are experience and work.
“The greatest strength you have is that the learning curve is not going to exist, you know the way I like to work. We are all on the same page, ”he said.
In the event he specified that most of his collaborators repeat in office. However, new faces are added, such as the Civil Protection coordinator, Ignacio Aguilar Jiménez, who was in Tlaquepaque, or the head of the new Citizen Closeness Coordination, Isaura Amador Nieto.
“The commitment is clear: not to fail. To serve Zapopan we have to give everything on our part and I will be the first to do so and keep my word, “he said.
His work team is made up of 11 women and nine men.
Although I know they will hire a thousand more policemen and there is an extra coordination, he pointed out that the municipality’s finances will not be affected, since personnel from other coordinations were changed and payroll cuts were made.

Changes to concession repealed
After the governor canceled the project for the new metropolitan sanitary landfill in Tala, The Guadalajara City Council endorsed the repeal of the modifications to the concession of the waste collection service with the company Caabsa Eagle.
On August 27, the Guadalajara councilors had approved to extend the contract until 2039 and adjusted the charges per ton collected and its transfer.
The interim municipal president, Eduardo Martínez Lomelí, pointed out that after the cancellation of the project in Tala, the company itself requested the changes, in addition to the fact that the elected mayor Pablo Lemus Navarro made the request to reverse what was approved.
“With this repeal of the decree things will remain in the state in which they were until the approval of the agreement. The company should continue to fulfill its obligations. With the repeal of today, it will keep these rights and obligations until 2024 ”, explained the mayor of Guadalajara.
The PRI councilor, Verónica Flores Pérez, regretted that they have not made the changes proposed in what they had approved and said she hopes that the cancellation of the project will not generate problems in garbage collection in the city.
They guarantee to encourage the transfer of urban development rights
In order for estates with patrimonial value to transfer urban development rights, the Guadalajara City Council approved adjustments to the Regulations for the Comprehensive Management of the Municipality, to promote this legal figure.
Councilor Miguel Zárate Hernández, promoter of the initiative, said that They seek that properties or spaces with patrimonial value earn their livelihood and that the impossibility of modifying them pays off so that they can maintain themselves.
“Promoting this figure of transfer of development rights allows all heritage property to generate its own resources for its renovation, care and maintenance, and thereby preserve the historical heritage of our city,” he said.
In reviewing the issue, modification proposals raised by the trustee Patricia Campos Alfaro were rejected, and adjustments were only accepted in the composition of the Committee that analyzes and administers the resources generated in favor of the program.
Adjustments to municipal regulations were also approved to include the new structure and organization proposed by the next administration. Among the changes is the elimination of the “city management” model.
