From 2016 to 2021, Mariana Imaz Sheinbaum received a scholarship from the National Council for Science and Technology (CONACyT) to carry out his doctoral studies at the University of California. The millionaire figure caught the attention of users of social networks, as well as the opposition to the government of the Head of Government, Claudia Sheinbaum, mother of Mariana Imaz.
Infobae Mexico found, through inquiries to the registry of Natural and Legal Persons who Use Public Resources of the National Institute of Access to Information (INAI), that Imaz Sheinbaum received approximately $ 2,313,624.55 Mexican pesos over the six years that went through the tenures of Enrique Peña Nieto and the current president, Andrés Manuel López Obrador (AMLO).
Although the figure was scandalous for many people, in reality, in 2016 the INAI produced 1,149 records of scholarships awarded for amounts similar to those that Mariana Imaz received annually (between $ 600,000 and $ 800,000 Mexican pesos).

On the other hand, as of 2018, with the entry of the administration of Andrés Manuel López Obrador and the current director of CONACyT, María Elena Álvarez-Buylla Roces, scholarships such as those received by the daughter of the Head of Government of the City of Mexico became scarce.
From 2016 to 2017, the records that the INAI has for public resources awarded in the form of scholarships of more than $ 600,000 pesos went from 1,149 to 582 respectively. However, by 2018 the number dropped to 206.
In 2020, during the COVID-19 pandemic, records were almost non-existent. According to the Coordination of Support for Scholarships and Researchers from CONACyT to INAI, in scholarships similar to those that Mariana Imaz received there were only two records, and they did not go to scientists or researchers. According to the documents consulted, it was the Dual Master and Doctorate Programs that received the amount of $ 670,000 Mexican pesos on two occasions.

For this year, the situation improved slightly. INAI has 15 scholarship registries such as those mentioned above. However, again they were not delivered directly to people. According to the information provided by the Coordination of Support to Scholars and Researchers, the sums of money were awarded directly to academic institutions such as the University of Manchester, the University of California, the University of York, Harvard, the University of Hertfordshire and the University of Leeds; all in either the United States (US) or the United Kingdom.
Under Álvarez-Buylla’s administration, CONACyT made a change in the way it distributes this type of scholarship and support. Now, for stays abroad, the National Council of Science and Technology delivers the sums of money directly to the universities for the concept of “tuition fees to national and foreign institutions.”
In 2020, for example, although in the INAI portal there are only records of delivery of public resources to two individuals, there are 145 records of amounts greater than $ 600,000 pesos delivered to legal entities, ranging from universities to research centers.
Resources delivered directly to researchers and academics have decreased. On the other hand, the resources given to universities have remained at similar levels, with the difference that in the current administration more money is given to foreign academic institutions, while precisely the resources went to national universities.
As mentioned above, in 2016 there are records of 1,149 scholarships of more than half a million. Most of these amounts of money were delivered directly to the researchers. On the other hand, there are only 233 records of scholarships awarded directly to universities.
Despite this, according to CONACyT, national spending on Science and Technology has been increasing. For 2019, according to said institution, 145.34 billion Mexican pesos were invested in Research and Technological Development. For that same year, CONACyT reported that 41% of its budget was dedicated to scholarships and quality support, that is, 10.1 billion pesos.
