The meeting of the Foreign Relations Advisory Commission, in which five former presidents (César Gaviria, Ernesto Samper, Andrés Pastrana, Álvaro Uribe and Juan Manuel Santos) have a seat, and canceled due to scheduling problems, Duque said that we must continue to persevere, so the tools contemplated in the law will continue to be used when appropriate in order to defend the interests of the country.
“I do not want to give greater importance to that and we will continue to call it and we will look for a new date to do so and the objective, above all, is to inform, to inform about what the public hearings will be,” said the president in a statement last Wednesday.
Duque reported that the purpose of bringing together the ex-presidents was “to communicate and we will be informing public opinion through the agents and through the Foreign Ministry about our lines of defense.”
Regarding the line of action that the Colombian government will take in the conflict with Nicaragua over the territorial waters of the Caribbean, the president indicated that the Colombian Constitution is quite clear on the subject in which the limits can only be modified through treaties.
The president recalled that the previous government responded to the lawsuits filed by Nicaragua as well as emphasizing that at the beginning of his mandate, it answered the last allegation.
In addition, he pointed out that a lawsuit related to the Nicaraguan claim to extend its continental shelf is pending: “We are defenders of the integrity of our territory and that has been the way in which we have expressed ourselves in international tribunals.”
Reactions from the opposition
The fact that the five former presidents of the Republic had not appeared to address the Nicaraguan claims in The Hague caused annoyance in opponents of the Government such as Antonio Sanguino, senator, summoned for the September 1 meeting.

“The decision of the former presidents of the Republic not to attend CARE to deal with a matter as delicate and important as the conflict between Colombia and Nicaragua in the dispute over the sovereignty of the country is reprehensible. This matter requires the unity of the entire nation to defend the territory and national sovereignty ”, he claimed.
In the same sense, he pointed out that the bill of his authorship filed to reform the Foreign Relations Advisory Commission takes greater importance, which in the Duque government has been cited only three times at informative meetings and never at ordinary ones, today would be the first , but it was postponed due to the absence of some of its members, including the former presidents.
“A matter of State such as our foreign relations cannot be subject to the conflicts of the former presidents of the Republic”added the congressman.
The purpose of the meeting of ex-presidents was to talk about the legal pulse in which both countries have been involved since 2013 before the International Court of Justice in The Hague, due to maritime sovereignty issues near the San Andrés archipelago.
It is worth remembering that the hearings in this regard will be held on September 20 and October 1, 2021. At the moment, the Presidency of the Republic has not reported a new call for the Advisory Commission on Foreign Relations.
